Home Construction Regulatory Authority
About the Home Construction Regulatory Authority
The Home Construction Regulatory Authority (HCRA) is responsible for licensing the people and companies that build and sell new homes in Ontario.
As the regulator, the HCRA enforces professional standards for competence and conduct in the homebuilding industry, giving new-home buyers confidence in one of the biggest purchases of their lives.
The HCRA is committed to:
• Proactively increasing consumer protection
• Curtailing bad behaviour and going after those acting outside the law
• Providing educational resources for homebuyers
• Promoting a fair, safe and informed marketplace
• Overseeing a continuously improved homebuilding industry in Ontario
Homebuyer Resources
Buying a new home is one of the largest purchases you can make in your lifetime. As a consumer protection organization, the HCRA provides resources and education for consumers and new-home buyers.
• Ontario Builder Directory: The HCRA hosts the Builder Directory, the official source of information on Ontario’s nearly 7,000 new-home builders and sellers.
• The Home Front: The HCRA’s blog, The Home Front, is tailor-made for consumers, providing insights and resources to help on their homebuying journey.
• Home Buyer Dashboard: The HCRA’s online dashboard is a roadmap for what to expect when buying a pre-construction home.
When to Turn to the HCRA
Most homebuyers have good relationships with their builders and are satisfied with the results — but there are always exceptions. If you have a concern about a builder, submit a complaint to the HCRA. The HCRA’s complaints process operates on two fundamental principles: giving consumers a clear path to voice their concerns and ensuring a fair review process for all parties involved.
What type of complaints can consumers submit to the HCRA?
• Builder and seller conduct complaints
• Concerns about illegal building or selling (operating without a licence, which is illegal in Ontario)
